Deputy Chief Accountant
Essex County Council is one of the largest, most reputable local authorities in the UK. Not only is it one of the largest, but it is one of the most dynamic, with a strong reputation for innovation and is a £2 billion organisation positively embracing change. By 2020, given Local Government reforms, we aim to be both self-financing and self-sufficient. It’s a significant change and a huge challenge. We’re committed to becoming a place where individuals, partners and communities feel proud to play their role and genuinely want to belong. In turn we offer a great central location which is easily accessible to all road and rail links plus we’re immensely proud of our flexible working options. We don’t just want to make Essex County Council the best it can be, we are passionate about better lives for people in Essex.
As the Deputy Chief Accountant, you will maintain the Council’s financial control and governance framework. You will orchestrate and manage the annual closure of accounts process, train and develop the capabilities of our finance team and lead the Council’s grants systems from end to end to secure funding and apply it to maximum effect. Working with key internal and external stakeholders, you will put in place necessary infrastructure to deliver the annual accounts on time. You will specialise in and lead on key elements of statutory financial accounting and reporting, treasury management, capital financing and other regulatory requirements. With a keen eye for detail and technical expertise, you will guarantee our financial success for years to come.
You will need to be qualified to CCAB level with significant post-qualification experience, as well as evidence of your continuing professional development. You will be able to demonstrate expert knowledge of the accounting codes, standards and regulations relevant to local authorities and be experienced interpreting, advising on and applying them. Your demonstrable ability to train and develop customer-facing finance professionals together with your experience of working within a large, complex organisation is essential to your success. You must have strong interpersonal and communication skills, and be able to use these to develop valuable networks. Plus we understand that life sometimes doesn’t always go according to plan and that there are times where work has to fit around you, which is why we are committed to ensuring flexible working options across all of our business units.
