A credible, influential communicator, you’ll provide strategic and professional financial advice to Elected Members and senior officers on all key decisions, to ensure the Council meets its objectives through effective and efficient financial management. In addition, you’ll lead and co-ordinate the budgets which are jointly managed with other organisations.     

As the Statutory S151 Officer, you’ll take responsibility for the Council’s strategic financial framework, linking the Wirral Plan, the medium-term financial plan, and service plans.  Importantly, you’ll ensure the financial affairs of the Council, including the Merseyside Pension Fund, are managed in an efficient, economic and cost-effective manner (according to Section 151 of the 1972 Local Government Act). You’ll ensure Members receive information and are aware of any contentious matters to enable them to make decisions, and to review these, so we can achieve our priorities. 

You’ll also strategically assess progress in other organisations and companies to ensure we’re maintaining a modern, diverse, best practice approach to improvements, including value for money, commerciality and a culture of continuous, ambitious improvement. You’ll develop a proactive financial strategy which reflects the changing approach to public service funding, identifying future opportunities to develop revenue and planning, to secure a financially viable future for services to residents. 

Experienced in leading financial strategies in a large, complex environment, you’ll have a detailed

understanding of the legal, regulatory frameworks which relate to finances. With a full, relevant professional qualification and membership of a professional body recognised by CCAB, you’re aware of the ‘current thinking’ and approaches which bring about success. To find out more, please visit
