We’re undertaking a major transformation to bring commissioning to the heart of what we do.

Key to our efforts is our Commissioning Group (CG), which commissions services from a range of providers to meet delivery specifications set by our Strategic Commissioning Board (SCB). As Head of Finance, you will be an important member of the CG, responsible for defining the Council’s needs for financial support, and for developing the resulting commissions.

You’ll work directly with a range of suppliers and service providers, ensuring that all contracts offer the optimum level of financial support. It means working within set budgetary parameters and seeing that the mid-term financial strategy is delivered as planned. Your role involves financial analysis, which will help influence policy development, as well as the management of a small, highly skilled Finance team.

In effect, you’ll be bringing together finance and commissioning activity. So you must be a qualified accountant with a good grasp of local authorities and the context in which they operate. You’ll know about the Local Governance Finance framework, including S151, and relevant codes of practice, as well as accounting principles and standards. Membership of a CCAB-recognised body is essential, along with a degree (or equivalent). We’ll also be looking for strong people management and communication skills, plus a track record of successful team leadership. If you have the required expertise – and the ability to solve problems, deliver cost savings and make decisions at a strategic level – there could be a home for your skills in our team.
