
My local government client has a short-term job for a qualified or qualified by experience candidate. This job is for an initial 3 months, reporting into the Head of Financial Services, managing an area of the councils budgets. Ideally you will have a background in local government accounting and be used to working with non-finance managers, communicating complex budgets, planning and strategic issues.
You must be immediately available, or available at short notice, and can interview as necessary.
Job responsibilities
Manage and oversee the production of the council's budgets. In conjunction with the Heads of Service set the budgets for Leisure and Recreation, Planning and Regeneration and Leisure and Recreation portfolios.
Be responsible for the monthly and year end budget monitoring in respect of the council's revenue and capital budgets and report to cabinet as necessary.
Ensure that the departmental support recharges are accurately and fairly budgeted and subsequently recharged to user departments and sections.
Assist with the closure of the council's annual accounts and the preparation of the Annual Statement of Accounts and associated working papers. Also assist the auditors with any subsequent enquires.
Ensure that all financial returns are completed and reported accurately and on time.
Liaise with and co-ordinate information provided by the council's central finance officers.
Ensure the accuracy, consistency and timely reporting of the Department's performance indicators.
Advise the departmental Finance officers, other directors, and Heads of Service on financial issues.
Take management responsibility for the Departmental Accountancy Assistants; to include recruitment, objective setting and appraisals, discipline and absence management, working within the Council's agreed policies and procedures.
Assist in the preparation of the Departmental Business Plan, the Medium Term Financial Plan and other strategic financial documents.
Undertake other duties which may arise or as may be delegated from time to time, appropriate to the grade of the post.
