Lead Officer accountable and responsible for the Resources Service group, individual tasks and projects, with the aim of delivering high quality, responsive and cost effective services.
As a member of the Management Team and individually to take corporate responsibility for the allocated service board and group of services to assist corporate leadership and strategic direction to actively support the development and delivery of the vision and objectives of the Council and the wider Community Plan.
To drive business transformation opportunities to achieve continued excellence, efficiency and improved customer service.
To promote diversity and inclusion across the service group in terms of service delivery, policy development, partnership working and staff management.
To act as the Council’s principal financial advisor (Section 151 Officer) providing high quality advice to both Members and officers of the Council.
To act for the Chief Executive as required.
To the Chief Executive, Management Team and service boards.
Working with the other Directors to achieve continuous improvement and business transformation in all of the Council plan outcomes by working together collectively.
To assist the Chief Executive as required with advice, assistance or policy development etc.
To manage a portfolio of services including any allocated shared service to achieve top performance and customer service and foster the performance management and customer orientated culture throughout the Council to stretch the council in key areas and drive the continuous improvement of services.
To effectively manage the people and resources available to the service.
To develop and implement service and financial plans to provide cost effective services which deliver agreed objectives, priorities and improvements in the context of council strategies and plans. To ensure stretching targets and measurable outcomes are agreed with the Chief Executive and that these are properly and regularly monitored and managed.
To consult, communicate and encourage regular feedback from customers to ensure high levels of customer satisfaction.
To contribute to debate and ideas in develop existing and new policies and projects to enable the council to effectively fulfil its objectives.
To ensure appropriate advice and guidance is given to the council and its employees at all levels.
To secure best use of the councils resources in fulfilling the councils objectives.
To manage overall expenditure within the allocated service areas, achieve efficiency savings and deliver a balanced budget.
To deliver services as necessary through the management of projects and project teams.
To promote a positive organisational culture of empowerment, creativity and innovation, which challenges existing ways of working, promotes change and recognises and rewards success.
To effectively manage, empower, appraise and develop a range of direct reports and ensure these processes take place at all levels.
To take over control for a service area where it is deemed necessary to do so in crisis or through service failure.
To have an area focus to the delivery of council services as required.
To work in partnership to deliver high quality, cost effective and joined up services tailored to meet the diverse range of customer needs.
To be an effective ambassador for the council in all relationships necessary to support the objectives and accountabilities of the post.
