Stevenage Borough Council is looking for a Group Accountant for the Housing Revenue Account to lead a finance team to support the recently reintegrated Housing Service from its Arms Length Management Organisation (ALMO).
Reporting to the Accountancy Manager, you will join a successful
Accountancy Team focused on delivering a high quality service.
We are seeking to recruit a competent and highly motivated individual with excellent communication skills to be able to deliver effective financial support across the Housing Revenue Account for Stevenage Borough Council.
As the Group Accountant for the Housing Revenue Account, you
and your team will refine and measure financial performance against the Council’s HRA Business Plan under the new self financing regime.
The Council will have £217Million of housing debt, and you will have a proactive role in ensuring that the Business Plan can deliver the improvements to the housing stock, as well as repaying the cost of borrowing. You will be a key player in developing the business plan to help influence the Council’s policy and vision for its housing stock.
Your role will also involve developing the housing finance team.
You and the team will be responsible for HRA budget setting monitoring and the year end accounts. You will be responsible for providing information to the
Accountancy Manager for committee reports, as part of the budget monitoring process and the Council’s Medium Term Financial Planning, and you will be asked to support officers in giving sound financial advice.
To be successful, you will need advanced computer skills, the ability to question and analyse data and to present it in a coherent and user friendly format. Some experience of business planning and trading accounts is required, Social Housing Sector or HRA experience would be a bonus and we are looking for a CCAB qualified Accountant. A flexible and motivated attitude and the ability to work unsupervised when necessary, is also required.
