An opportunity has arisen for a suitably experienced accountant for the challenging role of Group Finance Manager. The post supports the Section 151 Officer in securing, proper financial administration and in identifying and implementing improvements to the Council’s key financial processes including budget setting, monitoring and medium term financial planning.

The post plays a vital role in the production of both revenue and capital estimates and the year-end final accounts in accordance with statutory and best practice requirements.

The successful candidate will demonstrate experience of operating at a strategic level within a large, complex, political and evolving organisation and will be able to show experience of successfully working at a senior financial management level making significant contribution to the organisation’s objectives. The successful candidate will be able to evidence of working within financial management and will have experience of participation in the formulation and development of innovative financial strategies, objectives and policies within a large multi-functional organisation.

This role involves the management of staff so strong leadership and management skills are essential. The successful applicant will possess excellent communication skills and be able to work both independently and as part of a wider team.

Key aspects of the role include:

  • To advise on the implementation of corporate financial initiatives such as systems developments, budget processes, procedure rules and the need for proper financial administration
  • To provide professional financial advice on service issues, including policy developments or changes in service delivery, the preparation and presentation of reports, briefings, and attendance at appropriate meetings and working groups
  • To develop and implement financial systems in support of best practice and value for money principles, contributing to the achievement of the Council’s efficiency agenda and having due regard to achieving value for money within the service as well as council activities
  • To assist in the implementation of a scheme of performance management within financial management, ensuring that specific service and corporate financial health reporting targets are met through a process of systematic monitoring and review
  • To ensure the effective management of service resources and budgets
  • To take the financial lead on innovative schemes and proposals which provide investment for priority services
