As a council we are going through a period of exciting change and are looking for two Project Accountants to help support key improvement work. This includes supporting the implementation of a new enterprise resource platform (Agresso). The Finance Service are spearheading the development of a council led energy company, the formation of a new, wholly owned trading company, and a city based house building company.
You will be working with the wider finance team supporting and enabling the delivery of high quality services to the residents, business and visitors to the city of Southampton and will have responsibility for managing and motivating a high performing team of Financial Analysts.
As the first point of contact for finance at project board level, you will be responsible for providing constructive challenge, assurance and recommendations to the council’s senior leaders.
The successful applicant will be a fully qualified accountant with experience of working within the Local Government Sector (or similar large complex organisation) and extensive programme management & financial modelling skills. You will provide excellent customer service and have the confidence to build good relationships with stakeholders and work collaboratively with different departments.
Project Accountant – System:
The Council are currently embarking on the implementation of an Enterprise Resource Programme (ERP) system and this role will be a key stakeholder on the project board. You will ensure the integrity of the financial systems and process requirements are met, in conjunction with the needs of the Services in accessing and processing information are represented.
You will lead the development and ensure the integrity of the financial system and processes reviewing the requirement of this system as a fundamental financial system and supporting organisational change to ensure that the financial system and processes are fit for purpose and ensuring that information is clear and accessible.
You will provide the client role for the development of financial systems liaising with the council’s IT Team.
Project Accountant – Non System:
You will lead on the development and updating of standard business modelling procedures to be utilised by the Finance Service. This will include the analysis of risk and dynamic financial and non-financial benefit tracking to underpin strong financial performance.
You will have significant input into the development and implementation of the council’s commercialisation agenda helping to recommend and support moves into new business areas, liaising with Finance Business Partners and advising on the most efficient company structures and other related financial matters.
The first of the significant, commercialisation projects is the setting up of a Local Authority Trading Company (LATCo) for the provision of a number of front line services. The post holder will have significant input in supporting this project from developing and building the financial business case to reviewing pricing models and ensuring financial controls and performance criteria are established and monitored.
