oneSource provides shared back office support services for local government and other public services, enabling organisations to make significant savings in back office costs by cutting management costs, reducing duplication and making efficiency gains by re-engineering processes. Its vision is to be the “one source of innovative support and affordable quality to public services”.
oneSource was originally developed for the London Boroughs of Havering and Newham, with the London Borough of Bexley joining as part of the Finance Shared Service in April 2016. They have already delivered huge saving over the last 3 years, £5.4m in their first year, over £7.9m in their second and reduced operating costs for support services by £9.5m last year. Alongside the savings oneSource has helped transform the service across the three boroughs and has been externally recognised for the efficiencies in practises and processes they have implemented.
Reporting to the Head of Finance - Financial Control and Corporate Business Systems the Chief Accountant will lead and develop the enhancement of the corporate accounting function and the production of the Annual Statement of Accounts for all partner Councils, ensuring each Council’s different needs and financial context are supported. Key responsibilities will include:
- Managing and developing the production of statutory Financial Reporting at each Council, including the Statement of Accounts;
- Reviewing, managing, and implementing appropriate financial control processes to ensure the maintenance and integrity of the general ledger system at each council;
- Providing technical advice and support to internal customers and supporting the Head of Finance and/or Section 151 Officer at Board meetings;
- Raising the profile and increasing the awareness of finance and its role across the Councils
The successful candidate must be a professionally qualified accountant with a strong technical background and experience of closing accounts, ideally within a Local Government setting. Proven experience of leading on change and improvement as well as the ability to influence and communicate across a range of stakeholders is essential.
