 A Local Authority has just started the implementation of a new finance system ). The project deadline is to have most of the new system in place and working by the start of the new financial year 2018/19.

Whilst the Council and vendor have project management and project teams in place to implement the new system, Finance require some interim capacity to support the Finance System Implementation Lead and Group Accountants at this implementation phase.


The key area of work is to work collaboratively with the Finance System Implementation Lead and the Group and Service Accountants within Finance Business Partnering to create a new Chart of Accounts.

The work will also involve meetings with Budget Managers, alongside business partnering staff, to ensure that Service Managers’ needs are reflected into the new chart structure, whilst balancing the need to keep the new Chart of Accounts as lean and efficient as possible.

The interim project accountant would also ideally work on the coding structure required for the Collection Fund and Balance Sheet (currently only one cost centre objective code is used, with the different elements of the Balance Sheet distinguished by the subjective/secondary coding structure).There would be support for the interim to undertake this.

Additionally the interim maybe asked to support the project in other areas and/or undertake a piece of business-as-usual work to backfill a permanent post holder allowing the later to undertake a task on the project.

This is not a systems implementation project role, nor a project management role. Essentially it is a role that provides interim capacity, as part of a project team, to move rapidly forwards on the creation of the new Chart of Accounts. Permanent staff managers would be supervising and supporting the work of the interim (primarily the Finance System Implementation Lead and the two Group Accountants).

The interim project accountant would need to work on a full time basis at the clients office


  • Qualified/partly- qualified CCAB or fully qualified AAT.
  • Public sector finance experience, ideally at a local authority.
  • Experience of budget monitoring in a large complex organisation and how this impacts on a chart of accounts.
  • Knowledge of Balance Sheet and Collection Fund coding requirements desirable.
  • Experience of creating a new Chart of Accounts desirable.
  • Ability/experience of working as part of a team.
  • Flexible and proactive attitude to the interim assignment.
