We are recruiting to this key role in Finance to help drive performance improvements across the council. You will work effectively with your Regeneration and Housing Service Client to provide high quality financial advice so that this service’s priorities are delivered within available resources. You will provide effective shared responsibility for the delivery of the service’s contribution to the council’s Medium Term Financial Strategy. You will provide key financial support for the business planning and development of the council’s affordable housing subsidiary - Broadway Living. Through timely, accurate budget monitoring, budget setting and producing the authority’s final accounts, you will support the timely and accurate reporting of Service Clients' capital and revenue, income and expenditure. You will establish effective business partnering arrangements with Service Clients, ensuring open, effective and continuous dialogue that provides deep knowledge of the service. You will build the relationships and the high level of financial literacy that promotes positive cultural change. You will provide inspirational leadership to your finance team so that they are motivated and high performing. You will work collaboratively with the Finance senior management team ensuring that the core financial functions make a valuable contribution to the council and the community it serves. This is a fast paced, exciting, varied, and challenging role which requires a motivated individual who enjoys a challenge. 

You will hold a full CCAB/CIMA qualification and have a strong background in local government finance. You will be experienced in managing Housing and HRA finance and business planning. You will have experience of developing and monitoring achievement of budgets including the analysis and interpretation of output information, to help achieve budgets, deliver savings and improved outcomes. You will have a great technical understanding of robust saving provision, financial management, financial modelling and an innovative and creative approach to problem solving. You will also have experience of working within a business partnering environment, including matrix management or at least an awareness of what is required to deliver the outcomes of this partnering model. As well as knowledge of legislation and accounting standards, you will understand the accounting codes of practice governing local authority accounts and financial procedures. You bring experience of working at the forefront of financial practice, successfully delivering improved financial services in a complex organisation.  You will have experience of leading inspiring and developing a finance team which is customer focused, driven by excellence and continuous improvement. And as well as brilliant team leadership management skills, you will also have the ability to present complex financial issues to non-accountants.
